Red Car Property, Lot C: Choking On Dirt From Riverside Drive Construction

Photo: Red Car Property Neighbor, December 21, 2017.  Dump trucks hauled loads of dirt to and from the Riverside Drive construction site using the dirt roadway of Red Car Property north of India Street today.  The fugitive dust is out of control.  A neighbor reports at least six truck trips before 11 AM today.  They are not supposed to be using the Red Car Property for access, hauling or storing of equipment.  They've been doing all three.
Photo: Red Car Property Neighbor, December 21, 2017. They are not keeping the dirt roadway sufficiently dampened to control fugitive dust.  In fact, they are not wetting the dirt road at all. They are not covering the truck loads of dirt, nor did they give notice to neighbors for hauling activity.  All of these things are boilerplate requirements by Building & Safety under the Los Angeles Municipal Code.  But then so is having a phone number posted on the construction fence.  It's not posted up here where people live.
Photo: December 21, 2017.  The motorhome (on the other side of the dump truck) has been parked behind the locked fence across the Red Car Property since October.  

The developer has an agreement with the Red Car Property owner to fence off a portion of the Red Car Property during construction of Riverside Drive lots.  The Riverside Drive development supposedly does not include the Red Car Property.

Since the motorhome arrived in October, neighbors report increased vehicle traffic at all hours, to and from the construction site.  The guy who lives in the motorhome uses a car to drive to and from his motorhome, as do his friends.  

According to neighbors, since the motorhome arrived, there's also been an increase of suspicious activity and dumping, north from India Street, on the Red Car Property.  There are also people living in sheds on a historically problematic, Red Car Property adjacent, Riverside Drive property.  

The Red Car Property is a lawless place.

Red Car Property: Abandoned Squatters' Camp Used Again Last Night

Neighbors are fed up by the Red Car Property owner's failure to pick up the debris left behind after the squatters vacated their camp.  These photos and email (excerpted here) are from one of many concerned neighbors contacted CD13 and LAPD.  "Someone slept again last night on the old Red Car squatters encampment - I know because they left a new red blanket and new trash (see pics)."

The camp was established by a couple of squatters, mid-June.  Neighbors reported it immediately and constantly for the past few months to CD13 and LAPD.  A few weeks ago, neighbors reported the camp abandoned by the couple of squatters who had been driving a white car to and from their camp near Rose Scharlin Nursery School on a daily basis. 

Neighbors raised the concern that so much debris left behind will only attract new inhabitants.  "Does the owner really want to leave an open invitation for squatters to come live, sleep, and trash his property?"

Considering the number of cigarette butts discarded in and around the camp, neighbors are justified in their alarm.  "This is a danger to the whole neighborhood, especially with smoking squatters sleeping there."  The neighbor continues, "Does our whole neighborhood have to go up in flames before someone enforces the Brush Clearance ordinance!?!  Has LAFD even inspected this negligent property that is putting our neighborhood at risk for a catastrophic fire?"  Yes, LAFD has cited the owner several times this year.

Red Car Property: Abandoned Squatters' Camp In Use Again

Photo: Red Car Property Neighbor, August 11, 2017.  More than one neighbor reported someone slept in the recently vacated squatters' camp last night.  A CD13 representative and LAFD Brush Inspector told the property owner to remove the abandoned debris.  LAFD Senior Lead Officer Lenny Davis told the owner he would arrange for an officer to be on site when the owner removes the debris in case of any misunderstandings with squatters.

Corralitas Drive: New Homeless Camper Next To Dry Brush Of Red Car Property

Video: Red Car Property Neighbor, August 1, 2017.  First posted on Twitter, also available on YouTubeNot only is the camper parked next to the dry brush of the Red Car Property, the sidewalk is blocked, there's a propane tank in front and what appears to be a bag of charcoal briquettes at the the back of the camper (see video below).  The white Saturn parked behind the camper, is associated with the squatters who recently abandoned their camp on the Red Car Property near Rose Scharlin.

Neighbors want to know why the Red Car Property owner always seems to get away with not doing brush clearance by May 1, every year.

Red Car Property: Squatters' Camp Today

Photo: Red Car Property Neighbor, July 20, 2017.  Early this morning, the tent is gone, but the camp, still there.  It first appeared behind homes on Riverside Place and behind Rose Scharlin Co-op Nursery School more than a month ago.  

Since it first appeared, neighbors have been calling the police asking them to enforce the trespass order.  Unfortunately, the squatters never seem to be home when the LAPD drops by.  Silver Lake LAPD Senior Lead Officer Lenny Davis spoke to the property owner's son regarding removing the camp earlier this week.  CD13 notified the property owner of the camp last month.  It is the property owner's responsibility.  But then, it's also the property owner's responsibility to do brush clearance by May 1, every year.

Red Car Property: Owner's No Trespassing Signs Not Deterring Squatters

Photo: Red Car Property Neighbor, July 11, 2017.  Neighbors are increasingly frustrated with the month-old campsite on the Red Car Property, near Rose Scharlin Nursery School.  The squatters go to great lengths to hide their camp with dry brush colored umbrella and dry bamboo screening.  They drive in and out of the property in a white 4-door car.  

Neighbors report cigarette butts strewn around perimeter of the camp as well.  With the rash of fires in Elysian Park in the past two weeks, is there any wonder why neighbors are nervous.  These squatters appear to be the same couple removed from the Red Car Property by the owner several years ago. They were also associated with an ongoing problem at, or around, the squatter camp in a house on Riverside Drive that backed into the Red Car Property.

The Red Car Property owner needs to take responsibility for this nuisance.  While there may be a trespass order on file with the LAPD, the property owner has to call the overworked LAPD while the squatters are present and wait for LAPD to arrive to remove them.  Or the property owner can take their own steps to remove the squatters, keeping in mind that could be a potentially dangerous thing to do without LAPD present.

Red Car Property At India Street: Oh Sure, That'll Work

Red Car Property: "Broken Windows" Attract Homeless Camp

Photo: Red Car Property Neighbor, June 27, 2017.  For several weeks, neighbors have been calling and emailing CD13's Hector Vega and the LAPD, asking them to enforce the no trespassing order.  Neighbors are concerned about the fire risk on the property yet to be cleared of dry brush.

Photo: Red Car Property Neighbor June 22, 2017.  LAPD has long advocated fixing the "broken windows" in neighborhoods because it only gets worse, attracting new problems as time goes on.  This activity is occurring on the Red Car Property.  Neighbors have done their part reporting it to authorities. CD13 notified the Red Car Property owner as soon as they began receiving complaints from multiple neighbors, two weeks ago.  The property owner has failed to do brush clearance, failed to restrict vehicle access to the property and failed to remove the squatters from the property.  It's up to the Red Car Property owner to take responsibility for what occurs on the property.

Neighbors should call the police 1-877-ASK-LAPD and report suspicious activity on the Red Car Property.  You will need to remind them there is a no trespassing order on file with  LAPD Northeast.  You will also need to describe how to get there.  For instance, this site is on the Red Car Property SOUTH of India Street between the end of Riverside Place and Rose Scharlin Nursery School.

Red Car Property Lot C: No Brush Clearance Yet

Photo: Red Car Property Neighbor, June 23, 2017.  At least many of the remaining trees on Lot C are recovering from five years of unprecedented drought and complete devastation of the slope below the Red Car Property.  The upslope side of the trail (to the wood fence) is Red Car Property.  It's the end of June and still no brush clearance.  

*Photo details: A neighbor ran into LAPD Senior Lead Officer (SLO) Luis Reyes (covering for vacationing Silver Lake SLO Lenny Davis) and CD13 Deputy Hector Vega on Lot C of the Red Car Property.  They were investigating neighbors' complaints of homeless camps near Rose Scharlin and near Fletcher.  They notified the homeless person near Fletcher of the no trespassing order the property owner has on file with the LAPD for the Red Car Property.  While offering services, they told him he could not stay on the property.

Red Car Property: Spot The Homeless Camp

Photo: Red Car Property Neighbor, June 15, 2017.  Neighbors from Corralitas Drive, Riverside Place and Lake View Ave texted and emailed photos to me and CD13 today.  Neighbors are concerned about the risk of fire since brush clearance has not been done.  Homes on this part of the Red Car Property are very close together.  There are still some dead and dying Eucalyptus trees in the background of this photo, as well as a stand of arundo.  

Neighbors are also concerned due to recent mail and package theft, as well as a general increase in property related crimes in the area.  When you call the police regarding anything on the privately owned Red Car Property, you need to tell LAPD dispatch there is an active  trespass order on file at the Northeast LAPD Station or they won't respond.

Rosebud Ave & Corralitas: Homeless Guy's Camp Cleared, Returned, Vacated in In One Day

This story is told through neighbors' photos and their anonymous quotes received via text.  All photos are by five different Corralitas Neighbors.  Click on photos to enlarge.
June 6, 2017.  After six months and three couches, neighbors are fed up with the homeless guy's camp at the corner of Rosebud Ave and Corralitas Drive, under the 2 Freeway.  A number of neighbors complained about him stealing water and electricity from their front yards, public urination, fornication, dumping his trash on Corralitas, checking a doorknob on a garage, belligerently knocking on doors looking to borrow a corkscrew, potential animal abuse (dying doves red) and dumping one of his three couches on Allesandro once he got a new one.

Considering Rosebud is the only vehicle access to Corralitas Drive, it is totally understandable why neighbors were increasingly agitated seeing this guy here every day. He knows everyone's cars and schedules.  A recent increase in mail and package theft and a few break-ins on our normally quiet street has everyone on edge, regardless of whether or not the homeless guy was involved.
June 11, 2017.  Neighbors saw notices posted Friday, hoped this time the homeless guy would get the message and move on.
June 13, 2017, 8:23 AM.  Beginning around 8 AM, neighbors exercising and leaving for work, reported the Dept of Sanitation and "numerous other agencies, are supervising the homeless guy pack up his belongings."  

Neighbors were not too hopeful, since we've seen this before.  He's refused numerous offers of assistance to get off the streets from PATH, who were once again on site.
June 13, 2017, 8:23 AM. Several neighbors texted as they watched the homeless guy move his belongings in shopping carts across Allesandro.  "He's been prepared with 3 - 4 carts ready to wheel away."

Coincidentally, a June 12, 2017, LA Times story on the City settling a lawsuit  over discarding the homeless' belongings, mentions a Catholic charity handing out shopping carts to the homeless on skid rowNeighbors still want to know who's handing out couches.
June 13, 2017.  By 9:30 AM,  the City hauled away his couch, swept the sidewalk and was gone. Any belongings that left behind that would fit in a 30 gallon trash bin would be stored for 90 days where he could retrieve them. (See City notice above.)  While the tunnel was clear, neighbors sent yet another flurry of texts, photos and a video.
June 13, 2017, 9:30 AM.  As soon as neighbors noticed his stuff parked temporarily on Rosebud across Allesandro more photos and texts came in. 

One neighbor texted "They let him take ALL HIS CARTS across Allesandro where he appears to be waiting for all to leave so he can move back in."  

Previously a neighbor questioned why he was allowed to have so many belongings blocking much of the sidewalk, exclaiming, "He's got more stuff on the sidewalk than I have in my entire apartment!"
June 13, 2017.  An hour later, the first cart full of stuff and his pet birds reappeared.  (Last time it took him three hours to reappear with a lot less stuf.) 

According to another neighbor who was driving by and stopped when he saw two "18-22 year olds were opening homeless guy's bird cage.  I asked if they knew him and they said they did.  They were helping him move back."

May 19, 2017, after outcry from multiple neighbors, LA City Dept of Animal Services determined the doves were dyed red and pink with a hair dye used on dogs, and there was no crime or animal abuse.
June 13, 2017, 12:41 PM.  Two carts and already bags of trash were appearing.  A neighbor commented she was sick of seeing him dump his trash around the corner on Corralitas.  It's not like there aren't trash cans all over the street he could use.
June 13, 2017, less than 10 minutes later he was captured on video pushing a third cart up Rosebud back to his "home."  Neighbors were hopping mad at this point.
June 13, 2017, 7 PM.  Neighbors, returning home from work, were not pleased seeing the homeless guy's carts on the sidewalk and one in the street.  Many had left the hill while the City was there in the morning.  A neighbor said, "Did some furious neighbor overturn his cart? Or did he do it?  Or did it simply roll to its demise?"
June 14, 2017, 6 AM.  Neighbors were even more surprised to see a vacant tunnel the following morning.  Neighbors reported everything was gone at 9 PM and 2:30 AM when they returned home.  

Further inquiries with neighbors indicated several had run-ins with the homeless guy in the afternoon while he was bringing his carts back.  Police were called on at least two occasions.  However, neighbors got tired of waiting and left.  So we're not sure where he's gone now.

Rosebud Ave & Corralitas Drive: Homeless Guy Paints Birds Red, Neighbors Cry "Foul"

Photo: Corralitas Neighbor, May 12, 2017.  Several neighbors contacted me over the past few days saying the doves were now red.  Two took photos.  All were advised to call the City's Animal Abuse Task Force.  

One neighbor wrote in an email, "The birds do not look well at all, especially the red one.  I understand this guy is homeless and has issues, but it's not these poor birds fault."

The homeless guy has tested the patience of Corralitas Drive neighbors since early January.

*May 19, 2017 UPDATE: LA City Dept of Animal Services determined the doves were dyed with a hair dye like one used on dogs.  Thus there was no crime nor animal abuse.  At the same time Animal Services met with the homeless guy on site, LAPD SLO Lenny Davis, and PATH outreach workers once again offered him services and once again, he refused, preferring to remain on the sidewalk.

Allesandro Street, 2 Freeway: Motor Homes, Dumping, Unwalkable Sidewalk, Dry Brush

This portion of Allesandro to Riverside Drive was a part of a "No Overnight Parking Zone," but the signs directly across from the controversial Semi Tropic Spiritualists' Tract 15-lot subdivision mysteriously disappeared when it was under construction.

Neither the City nor CalTrans takes care of the sidewalk adjacent to the 2 Freeway.  But then, it's not a real sidewalk, despite the City building ADA compliant ramps at all the intersections on Allesandro in the 1990s.  It's still a narrow strip of asphalt in a curb.  The lack of street addresses prevent all but the most persistent neighbors from getting dumping removed by the City.  Weeds, trash, dumping and telephone poles blocking the extremely narrow sidewalk are a challenge for any pedestrian.

CalTrans insists the "sidewalks" adjacent their freeways are the City's responsibility.  If homeowners are supposed to maintain the sidewalk adjacent to their homes, shouldn't CalTrans have the same responsibility? 

Wonder if CalTrans will be doing the brush clearance up on their parkway since it can no longer be seen from the northbound 2 Freeway due to the sound wall.

Corralitas Drive & Rosebud Ave: Homeless Guy Has Pets Now, Neighbors Fed Up

Neighbors are fed up.  A few  raised concerns regarding animal neglect or cruelty with regard to the 2 doves kept in a cage that is barely big enough for one canary.

However, neighbors are far more frustrated by the City's inability to move the homeless guy and his belongings out of our only vehicle access route on and off the hill. In the past 6 weeks, a number of neighbors close to the tunnel on Rosebud, expressed anger over the homeless guy stealing electricity and water.  Several have chased him off their property when he attempted to charge a half dozen electronic devices plugged into a power strip at once. LAPD advised neighbors to lock their water and electrical outlets in lockboxes, in addition to filing police reports of trespassing. 

Regardless of whether or not the homeless guy is involved with the recent uptick in burglaries or mail theft in the neighborhood, he is the target of neighbors' ire.  It doesn't help that he makes no attempt to conceal when and where he urinates on the street.  (It's not a crime, but have some respect for your neighbors, dude.)  A number of women have told me they no longer feel safe walking through the tunnel on Rosebud because of the homeless guy.  They also no longer allow their children to walk through the tunnel either.

If we have to move cars parked on a City street every 72 hours, why should the homeless be allowed to reside on the same patch of city sidewalk for more than 72 hours?  His camp has been there continuously (with the exception of 3 hours) since the beginning of January.

Corralitas Drive & Rosebud Ave: Homeless Guy Refuses To Move

Photo: Corralitas Neighbor #1, February 14, 2017.  Neighbors on Corralitas Drive had been remarkably tolerant of the homeless guy who, he first week of January, took up residence under the 2 Freeway,  at the corner of Rosebud Ave and Corralitas Drive.  However, after six weeks, neighbors noticed a deterioration of his camp, of blocking much of the sidewalk

Neighbors were fed up and amplified their calls and emails to CD13.  Several neighbors responded to our earlier post, including this response on February 17, by a neighbor at home with her kids, sent via email to neighbors and CD13:

"He knocked on my door on a rainy day, asking me for a wine bottle opener because someone stole his. I kindly told him I don't have one and immediately closed the door. I was home with all my kids and pretty concerned because as he went down the stairs (most likely frustrated), he went to my neighbor's garage door and cracked the bottle open by breaking off the neck of his wine bottle and leaving the broken glass on the sidewalk."  

Another neighbor home with his kids, witnessed the same incident after he'd sent the homeless guy away after making the same request at his door.   

In the following weeks, neighbors were on edge due to a reported increase in Silver Lake car break-ins; an attempted Corralitas garage break-in; graffiti, package and mail theft; suspicious vehicles cruising our hard to find hillside street; other cars seemingly abandoned on the Red Car Property; and most disturbingly, witnessed by multiple neighbors, a woman described as either on drugs or crazy, showing up inside at least one home on Corralitas Drive and another home on Riverside Place(Both times, homeowners confronted the woman, who did not know her.Only one of those events was witnessed as related to the homeless guy, but his presence only aggravates the general unease in the neighborhood.
Corralitas Neighbor #2, March 6, 2017.  Neighbors were surprised to see so many City trucks and police officers in the tunnel late in the day, March 6.  The homeless guy had been given notice by the City, at least 72 hours prior to the Dept of Sanitation regarding moving his property from the sidewalk.  
Corralitas Neighbor #2, March 6, 2017.  The City followed their standard policy to clean  the sidewalk.  The lengthy process to remove property from City sidewalk was initiated in January. Due to civil rights lawsuits, the City has a very specific policy related to removing the homeless' belongings from City property.

Corralitas Neighborhood Watch warned neighbors NOT to give handouts to the homeless guy as it was only encouraging him to stay.  Neighbors resumed their emails to CD13.  A representative assured us, the return was reported to PATH and the process resumed.
Photo: Corralitas Neighbor #3, March 9, 2017.  Less than 24 hours after the homeless guy's camp was cleared from under the 2 Freeway on Rosebud at Corralitas Drive, a new couch appeared.  The old couch was black.  This begs the question, who is delivering  couches to the homeless?  He did not get it here on his shopping cart.
Photo: Corralitas Neighbor #2, March 17, 2017.  Neighbors are frustrated as his pile of belongings and trash grows daily.  One neighbor said, "His collection grows every day...he is so in your face, as if that is now his property."  Other neighbors have witnessed suspicious activity.

Neighbors with children and single women have expressed fear and will no longer walk through the tunnel to reach Allesandro.  With such a small street, the homeless guy knows all of our schedules, cars and homes.  Neighbors are fed up.

CD13 is urging neighbors to report all suspicious and illicit activity to the LAPD.  Report dumping and graffiti to MyLA311.

It is not a crime to be homeless, nor is public urination.
Photo: Corralitas Neighbor #4, March 22, 2017.  It figures, in Silver Lake, we have hipster homeless.  Corralitas Neighbor #4 remarked, "I think our homeless guy has a subscription to dwell."

Clearly people in Silver Lake throw out too much stuff.  Instead of throwing your used home goods, clothing, toys and furniture in the trash, or giving the stuff you're tired of directly to the homeless guy, donate it to Out of the Closet, Goodwill or St Vincent de Paul.  All three have donation centers in Cypress Park or Lincoln Heights, freeway close and just minutes away.  

PATH outreach workers were seen again yesterday talking with the homeless guy who, so far, has refused to get off the street.
