Red Car Property: Fences Going Up

Photo: Red Car Property Neighbor, May 27, 2020.

Neighbors want to know what is going on with the Red Car Property as fences like this one being built along side the public sidewalk (Corralitas Walk) adjacent to the 2 Freeway.  They seem to be fencing off the entire property. The new fence pictured above, at the 2 Freeway, will create a narrow, less than 10' wide chain link alley with chain link fence on both sides of Corralitas Walk between Corralitas Drive and Allesandro Way.

Neighbors are very concerned about the public safety issues with such a long narrow passageway here, and it's not just about cars flying off the freeway.  We'll go more in depth on the public safety issues at a future date.

Please be assured we are trying to sort out what is really going on and we'll be back to posting here on the blog soon.  In the meantime, for more immediate news and photos of the fence follow us on Twitter @RedCarProperty.

2 Freeway at Corralitas Drive: Luckily, Car Crash Did Not Ignite A Fire

Photo: Corralitas Neighbor, May 15, 2020, 1:34 AM.  "Must you crash outside my bedroom window? Must you and the police and tow guy yell to each other? Must you?"

Neighbors of the 2 Freeway between the 5 Freeway and the 2 Freeway Terminus at Glendale Blvd have heard many high speed crashes and seen the aftermath. Fortunately, this crash did not ignite the dry brush on the southbound 2 Freeway  adjacent to Corralitas Drive.

2 Freeway: Car Crashes Onto Red Car Property From The 2 Freeway

All photos: Red Car Property neighbors, April 27, 2019.

Around 2:30 AM, Red Car Property neighbors were awakened by a horrible sounding crash on the 2 Freeway. A very expensive sports car crashed through the chain link fence and came to a stop at the base of a steep slope on the Red Car Property.  At least one neighbor called police when it appeared people took off after the neighbor shined a bright flashlight on them.

One Silver Ridge neighbor described the sound of the crash: a car's screeching tires on the southbound 2 Freeway, then a large crash followed by more squealing tires and an even larger traveling crash.  A Corralitas neighbor's doorbell camera recorded the same sequence of sound at 2:31 AM.
The photo above is a lighter version of the previous photo, shot around 3 AM.

With no large trees that used to prevent drivers from crashing onto Corralitas and the Red Car Property, the driver crashed through the brush on the side of the 2 Freeway, down the slope, through the chain link fence, across the public sidewalk (Corralitas Walk) and onto the Red Car Property, stopping at the base of the steep slope at the south end of the Red Car Property.

Neighbors were on alert for fire since brush clearance had not been done.  This is the same part of the property that burned in the 2016 Silver Lake Fire.
When the sun came up, the path of the crash was more clear.  The orange cones mark the section of chain link fence taken out by the car crashing through and across Corralitas Walk.  It stopped at the far right of the frame.  The tire tracks completing the circle to the left, show the path the tow truck took to reach the car.
The large gap in the trees along the southbound 2, just past the orange cones, is where CalTrans cut down all the trees, including a number of enormous Eucalyptus trees that previously kept cars from flying onto Corralitas Drive and the Red Car Property.

CalTrans cut down all the trees, including recovering trees that were not dead, after the 2016 Silver Lake Fire.  As soon as CalTrans cut the trees down, neighbors began asking CalTrans for trees, a sound wall or even concrete K-rails because they were suddenly feeling exposed.  A few months after the trees were removed a car flew off the freeway and crashed horribly onto Corralitas Drive.  It was fortunate no pedestrians were injured in either crash.
By 4 AM the tow truck was loading the car now in the Corralitas cul-de-sac, adjacent to the Red Car Property.  A neighbor confirmed the crashed car was a brand new Lamborghini.  It still had dealer paper plates.  From the photos, it appears CHP was present.
After last week's crash, we asked CD13 to prioritize brush clearance on the Red Car Property and request CalTrans do their brush clearance too. A fire could have sparked with the hot engine resting on the dry grass.

LAFD Declares Red Flag Parking Restrictions Will Be In Effect Again Thursday

Photo: Corralitas Neighbor, December 5, 2017.  Tuesday, neighbors who parked on the Freeway side of Corralitas Drive, in defiance of the Red Flag Day No Parking signs, got $68 tickets.  The point of the freeway side of the street being clear on Corralitas, where vehicle  access is extremely limited, is to have consistent access for emergency vehicles while leaving the street open for neighbors to escape safely.

After first lifting Red Flag parking restrictions 8 AM today, LAFD has called a Red Flag Day for tomorrow, Thursday December 7, 2017, beginning at 8AM.  Text of the message sent:

DATE/TIME: 12/06/2017 / 03:11:53PM

SUBJECT: RED FLAG PARKING RESTRICTIONS IN EFFECT

The City of Los Angeles has declared that Red Flag No Parking Restrictions to be in effect starting 8:00 AM on 12/07/2017 and will remain in effect until further notice.

For additional information please visit our website at: http://notify.lafd.org/redflag OR call 3-1-1. Thank you for your cooperation.

Note: The Call Center's operating hours are from 08:00 AM to 4:45 PM daily including weekends and holidays.

Red Car Property: Shelf Fungus

Photo: s_d_m, October 27, 2017.  Red Car Property neighbor found a large shelf fungus growing out of cracks in the burned stump of a Eucalyptus on the south end of the Red Car Property, just off Corralitas Walk at the 2 Freeway.
Photo: s_d_m, October 27, 2017.  According to Mycoweb, it's most likely Laetiporis gilbertsonii, also known as a Chicken of the Woods.  They commonly grow in Eucalyptus trees in California.  We've documented many through the years in the Red Car Neighborhood.
Photo: s_d_m, October 27, 2017.  Chicken of the Woods often returns annually to the same trees.  This photo shows the fungus growing out of both sides of the stump.  The stump was left behind after LAFD contractors did brush clearance in December 2016, six months after it was scorched in the June 19, 2016 fire.

LAFD Declares First Red Flag Day In 3 Years

Photo: Diane Edwardson September 9, 2009.  LAFD declared a Red Flag Day starting at 8AM Tuesday, Oct 24, 2017.  LAFD's website has become difficult to sign up for or change how you receive notices.  Some of us, who've been signed up for alerts since the program began, got notice, others did not.  I got a call and email but not a text.  I used to receive all three. I recommend following @LAFDtalk on Twitter.
Photo: Red Car Property Neighbor June 19, 2016.  The Silver Lake Fire illustrated why Corralitas Drive is a Red Flag Day No Parking street.  There is only one access road, Rosebud Ave, to about 52 homes on Corralitas.  If you didn't drive out before the Fire Dept arrived, you could not drive off the hill.  June 19, 2017 was not a Red Flag Day.  Neighbors a half a mile away reported 6" embers blowing past their homes.

The recent fires in Orange County, Napa Valley and Santa Rosa were wind driven fires.

Corralitas Drive: Measurable Rain!

Photo: Corralitas Neighbor: September 21, 2017.  On the last full day of summer rain fell! At least the street sweeper blew less dust in the air.

We track rainfall totals in the Corralitas Drive rain gauge. For the past couple of years, we followed the water year as the rain year since the State changed the way it measured rain or water year from October 1 to September 30.

Previously the season to date was from July 1 to June 30.  Apparently everyone is confused by the fluidity of the definitions (pun intended).  I'm now finding July 1 to June 30 the primary rainfall season once again.

So this is either the first rain of the year 2017 - 2018 (since our last measurable rainfall on Corralitas Drive was May 7, 2017) or it could be the last rain of 2016-2017.  For now, less than a tenth of one inch isn't going to change our Corralitas totals enough to worry about to which year we're attributing it.  The LA Almanac and other sources count the season as July 1 to June 30.  So we're returning to that schedule this rainy season and will, once again, identify July 1 to June 30, "season to date."

September 21, 2017: 0.05"
Rain/water year to date: 24.09" Oct 1- Sept 30
Season to date:  0.05" July 1 - June 30

2 Freeway: Sunday's Tree Work

Photo: Corralitas Neighbor, August 27, 2017.  The sound of chainsaws on the 2 Freeway at 6:30 AM, Sunday, awoke neighbors on Corralitas Drive.   One neighbor investigated.  CalTrans took down more than a dozen big trees in past month, claiming they were dead after last year's fire.  (We've not yet had a chance to put together a comparison post on what was removed a few weeks ago.  It is pending.)  We only have a handful of big trees left on the section of the 2 Freeway just south of the 5 Freeway.
Photo: Corralitas Neighbor, August 27, 2017.  Unlike previous rounds of tree removal, there were a host of actual CalTrans vehicles and a backhoe working on the medians on both sides of the northbound 2 Freeway.  Previous work was done by tree contractors.
Photo: Corralitas Neighbor, August 27, 2017.  It appears they cut down everything growing in the medians, including young trees making a comeback after last year's fire and a few rounds of CalTrans' tree removals.

Photo: Corralitas Neighbor, August 27, 2017.  They picked up the green carnage in the dump trucks. It also appears they planted new trees.
Photo: Corralitas Neighbor, August 27, 2017.  To our surprise, at least a half dozen trees were planted in the slope between north and southbound lanes.  While the trees may not do much to clean the air today, at least it's a commitment to the future.  Neighbors have been asking for trees for more than a year since the fire.

Two weeks ago, another Red Car Property neighbor spoke to a representative from State Senate President Kevin DeLeon's staff regarding planting trees.  According to the deputy, CalTrans planted 12 Sycamore trees and 40 Toyons on the 2 Freeway.  Toyon is a slow growing, drought tolerant native shrub.  The conversation occurred 10 days prior to the planting. We'd still like to know where all those trees were planted.
Photo: Corralitas Neighbor, August 27, 2017.  There are 2 large Eucalyptus in the median south of the overhead "End of Freeway" sign. That's pretty much all the mature trees between the north and southbound lanes now.

Corralitas Red Car Property: When The Weeds Are Taller Than The Workers...

Photo: Red Car Property Neighbor, August 28, 2017.  When the weeds are taller than the workers doing the weed whacking, you understand why neighbors have been bitching about the brush clearance.  Hope they know the slope on the 2 Freeway side of that hill going down to the sidewalk is part of the Red Car Property too.  This slope is where the 2016 Silver Lake Fire started.
Photo: Red Car Property Neighbor, June 28, 2017.  Yup, that's a second worker among the brush.  Enlarged from first photo.

Hear the sounds of weed whacking in short video: @Red Car Property

Corralitas Drive: "Since CalTrans [Expletive Deleted] Woke Me Up This Morning"

Photo: Corralitas Neighbor, August 27, 2017.  Sunday, a neighbor got a scenic sunrise shot because CalTrans started chainsawing on the 2 Freeway medians at 6:30 AM.
Photo: Corralitas Neighbor, August 27, 2017.  The neighbor could not see what CalTrans was doing to the freeway through the neighbor's trees. However the work appeared to take place in the two medians on the northbound side, south of Rosebud Ave.  The neighbor wondered if there were any trees left on the 2 for CalTrans to remove.

Note: We're playing catch up for the month of August. This was post was actually published 8-28-17 and backdated to the date the photo was shot and originally published on Twitter.

Corralitas Red Car Property: LAFD Instructs Property Owner, Do The Brush Clearance

Photo: Red Car Property Neighbor, August 11, 2017.  LAFD Brush Inspector Perez, CD13's Hector Vega met the Red Car Property Owner and his son, at the Corralitas end of the Red Car Property.  In no uncertain terms Inspector Perez instructed to do the brush clearance and remove fire hazards like dumping and abandoned homeless debris.  According to CD13's Vega, the owner said it would be done next week.

Worth noting in this photo: the green slope directly above the cul-de-sac, is the southbound 2 Freeway.  November 30, 2016, a car flew off the freeway and crashed onto Corralitas Drive.  CalTrans merely replaced the damaged guardrail, rather than extend the guardrail further south.  After the 2016 fire, CalTrans removed all the trees that prevented cars from landing on the street or on the Red Car Property.

CalTrans has not seen the need for even temporary K-rails to prevent cars from flying off the freeway.  The guard rail is there to protect the overhead sign across the southbound lanes, not to protect neighbors. A chain link fence is at the bottom of the hill.

Note: We're playing catch up for the month of August. This was post was actually published 8-24-17 and backdated to the date the photo was shot and originally published on Twitter.

Riverside Drive: Closed For Repaving This Weekend

Map from Dept of Public Works.

I got a confusing Media Advisory from the Dept of Public Works this week re: repaving and road closure of Riverside Drive.  Their map and the text of the advisory did not match up.

Hector Vega in CD13 contacted me to clarify: they're repaving Riverside Drive between Newell and Birkdale.  Birkdale is just north of Dorris Place Elementary in the southern part of Elysian Valley.

Vega said Public Works will be working north to south, Saturday and south to north, Sunday.  They will be scraping then paving 6 AM to 6PM.

Neighbors who live on Riverside Drive, Riverside Terrace, Riverside Place, Silver Lake Ave and India Street who only have vehicle access via Riverside Drive, as well as Corralitas Drive residents should plan extra time into your driving this weekend.   Residents will be able to take Riverside Drive, but plan ahead.

Do NOT use the Red Car Property as a short cut.  Brush clearance has NOT been done yet.  Please do NOT cut through residential streets in Elysian Valley.

The Dodgers are NOT at home this weekend.  The project was postponed once due to Dodgers' schedule.

Corralitas Red Car Property: Still Needs Brush Clearance

Photo: Red Car Property Neighbor, July 6, 2017.  Neighbors are downright angry that the Red Car Property owner still has not done brush clearance.  (Click on photos to enlarge.)

Little has changed since May except a few more neighbors cleared brush back from their property lines on the Red Car Property out of self preservation.  In many places the dry grass has been mashed down by people driving cars and trucks across it.
Photo: Red Car Property Neighbor, July 6, 2017.  The Red Car Property includes the slope up to the telephone poles that run across the middle of the slope.  Protected native Black Walnut Trees are recovering from the 2016 fire.
Photo: Red Car Property Neighbor July 6, 2017.  The large protected native Coast Live Oak is still showing dry branches and leaves toasted by the fire.  However, there is a lot of new growth on the tree.  Looks like LAFD brush clearance contractors and adjacent property owners went a bit overboard cutting down Black Walnuts on the Red Car Property.
Photo: Red Car Property Neighbor, July 6, 2017.  Some Lake View Ave property owners did their brush clearance last week.  Looks like their trucks mashed down the dry grass or they cleared some of it so they wouldn't inadvertently spark a fire with their trucks on the flat part of the Red Car Property.
Photo: Red Car Property Neighbor, July 6, 2017.  Nothing has changed on the Corralitas side.
Photo: Red Car Property Neighbor, July 12, 2017.  Lest you think things are different today, reports from neighbors along the entire property, as well as photos from above, confirm they still haven't done brush clearance on the Red Car Property.
Photo: Red Car Property Neighbor, July 6, 2017.  Corralitas Walk, a public walk street is sandwiched between the 2 Freeway (to the right of the chain link fence) and the Red Car Property (upslope from the sidewalk).  The upslope neighbor appears to have cleared some brush from the Red Car Property adjacent to their home.  However the brush still needs clearing here too.  The protected native Black Walnuts and Coast Live Oaks on the slope are recovering here too.

We've talked about the failure to do brush clearance on the Red Car Property for the past decade.  Nothing ever seems to change.

Red Car Property Neighborhood: There's Nothing Scarier On The 4th Of July Than Hipsters With Fireworks*

*Post originally published July 2, 2014.
Photo: Diane Edwardson, July 4, 2013.  That giant airborne explosion is not a professional fireworks show, but illegal fireworks shot off by some idiot on the south (Silver Lake & Elysian Heights) side of the 5 Freeway, close to Corralitas Drive.  (Click on photos to enlarge.)

It seems every year we see more people shooting off illegal fireworks in the hills.  You can hear the gunpowder raining down on your roof, patios & trees - as I witnessed on Corralitas a couple years ago.  That same year, another neighbor was dumbstruck when he saw drunken hipsters shooting off similar fireworks way up on top of Micheltorena.

ALL FIREWORKS ARE ILLEGAL IN THE CITY OF LOS ANGELES, UNLESS THEY ARE IN A PROFESSIONAL FIREWORKS SHOW.
Photo: Diane Edwardson, May 27, 2014.  The dying Eucalyptus tree is still hanging above Red Car Canyon today.  (APN 5440-030-033)

In fact, only 2 of the dozen or so dead and dying Eucalyptus we highlighted in May trees were significantly trimmed back.
Photo: Diane Edwardson, June 27, 2014.  The dead weeds are taller than the allowed 3" within 100' of homes.

Corralitas Red Car Property: No Trespassing Signs Appear. How About Red Tags?

Photo: Red Car Property Neighbor, July 2, 2017. No Trespassing signs appeared on the ground at the Corralitas end of the Red Car Property.  The signs neighbors wanted to see for the past 2 months are LAFD Red Tag notices for brush clearance.  The Red Car Property extends up to the telephone poles, running across the slope.
Photo: Red Car Property Neighbor, July 2, 2017.  This sign will not stop anyone.

Red Car Property South: Really Needs Brush Clearance

Photo: Red Car Properrty Neighbor, June 30, 2017.  After the 2016 Silver Lake Fire, you'd think the Red Car Property owner would clear the brush by May 1, like responsible hillside property owners.  Nope.  Nor did a number of neighboring properties on Silver Ridge Ave, Lake View Ave and one on Corralitas Drive bother with brush clearance.  (Click on photos to enlarge.)
Photo: Red Car Property Neighbor, June 30, 2017.  When the slopes are so steep you can't see them from above, it's a clue you need to clear the dry brush and arundo from your lot.
Photo: Red Car Property Neighbor, June 30, 2017.  The fire was spread by the dry grass on the Red Car Property and in particular, by the dry brush  and dry Eucalyptus on steep slopes.  This year, the dry brush is much taller and more dense than before the fire.

According to CD13, the Red Car Property owner was cited by LAFD.  Then why hasn't it been cleared yet?  Red Tagged? Neighbors on Corralitas and Silver Ridge received citations, dated last week, from LAFD, for failure to clear minor piles of debris their brush clearance guys failed to remove.  More than one remedied the hazard immediately.  Yet, these persistent non-compliant lots put everyone in the neighborhood at risk.  It's the same lots, year after year.

Illegal fireworks have been exploding in the neighborhood since the end of May.  In February, when it was clear we were having a big rain year,  I began reminding CD13 we would have explosive brush conditions on the Red Car Property.  Other neighbors have also been reminding CD13 and LAFD's Brush Unit of the hazardous conditions.   We're still looking for the Red Tags.

Send your concerns about the dry brush, homeless camps, unrestricted vehicle access or any other nuisance on the Red Car Property to Hector.Vega@lacity.org in CD13.  Be sure to include your name, street address and phone number.

4th of July is Tuesday.  Call 911 if you see smoke or fire in the neighborhood.  If you think you smell fire, go outside and walk around your house and investigate the source.  It's a good idea to become familiar with the neighborhood streets,  Due to the steep topography, you are more likely to see a fire on another street than the neighbors right there.  For instance, I had to learn how to direct the LAFD dispatch to an obscure spot on the LA River because I was often the first to report fires caused by the homeless camp on a portion of Parcel G  in Taylor Yard.  There's no excuse now with 3-D maps on your phone.  Take a few minutes this weekend and learn the streets you have a view of from your house, so you can help save the neighborhood if there's a fire.

I've written ad nauseum about brush clearance.  Click here for all our brush clearance posts.

Semi Tropic Spiritualists' Tract: Dead Trees, Brush Clearance

Photo: Corralitas Drive Neighbor, June 13, 2017.  Dry grass on the odd slope on Allesandro St at Rosebud Ave which is actually Sunflower Ave, but the maps are out of sync with the street signs.  (click on photos to enlarge.)

The odd slope is within the CalTrans easement, but like everything surrounding the 2 Freeway, no one takes responsibility for it. More than once in 27 years,  I've seen a CalTrans crew spray the weeds with poison.
Photo: Corralitas Drive Neighbor, June 13, 2017.  Enlarged from previous photo.  Dead Eucalyptus are in the Modjeska Street right-of-way, a paper street, on an  extremely steep slope in the Semi Tropic Spiritualists' Tract.  Looks like the Modjeska slope is in need of brush clearance too.  The City will never build  40' wide Modjeska Street right-of-way, as it is steeper than a 30% grade.
Photo: Diane Edwardson, May 22, 2016.  A year ago, the dead non-native Eucalyptus in the Modjeska paper street, were clearly evident as viewed from Corralitas Drive.  Eucalyptus trees all over the area have been dying suddenly for the past 4 years.  The Modjeska trees have been dead for more than a year.

Every year on and around the 4th of July, some idiots invariably shoot fireworks off over the Semi Tropic Spiritualists' Tract.

Rosebud Ave & Corralitas: Homeless Guy's Camp Cleared, Returned, Vacated in In One Day

This story is told through neighbors' photos and their anonymous quotes received via text.  All photos are by five different Corralitas Neighbors.  Click on photos to enlarge.
June 6, 2017.  After six months and three couches, neighbors are fed up with the homeless guy's camp at the corner of Rosebud Ave and Corralitas Drive, under the 2 Freeway.  A number of neighbors complained about him stealing water and electricity from their front yards, public urination, fornication, dumping his trash on Corralitas, checking a doorknob on a garage, belligerently knocking on doors looking to borrow a corkscrew, potential animal abuse (dying doves red) and dumping one of his three couches on Allesandro once he got a new one.

Considering Rosebud is the only vehicle access to Corralitas Drive, it is totally understandable why neighbors were increasingly agitated seeing this guy here every day. He knows everyone's cars and schedules.  A recent increase in mail and package theft and a few break-ins on our normally quiet street has everyone on edge, regardless of whether or not the homeless guy was involved.
June 11, 2017.  Neighbors saw notices posted Friday, hoped this time the homeless guy would get the message and move on.
June 13, 2017, 8:23 AM.  Beginning around 8 AM, neighbors exercising and leaving for work, reported the Dept of Sanitation and "numerous other agencies, are supervising the homeless guy pack up his belongings."

Neighbors were not too hopeful, since we've seen this before.  He's refused numerous offers of assistance to get off the streets from PATH, who were once again on site.
June 13, 2017, 8:23 AM. Several neighbors texted as they watched the homeless guy move his belongings in shopping carts across Allesandro.  "He's been prepared with 3 - 4 carts ready to wheel away."

Coincidentally, a June 12, 2017, LA Times story on the City settling a lawsuit  over discarding the homeless' belongings, mentions a Catholic charity handing out shopping carts to the homeless on skid row.  Neighbors still want to know who's handing out couches.
June 13, 2017.  By 9:30 AM,  the City hauled away his couch, swept the sidewalk and was gone. Any belongings that left behind that would fit in a 30 gallon trash bin would be stored for 90 days where he could retrieve them. (See City notice above.)  While the tunnel was clear, neighbors sent yet another flurry of texts, photos and a video.
June 13, 2017, 9:30 AM.  As soon as neighbors noticed his stuff parked temporarily on Rosebud across Allesandro more photos and texts came in.

One neighbor texted "They let him take ALL HIS CARTS across Allesandro where he appears to be waiting for all to leave so he can move back in."

Previously a neighbor questioned why he was allowed to have so many belongings blocking much of the sidewalk, exclaiming, "He's got more stuff on the sidewalk than I have in my entire apartment!"
June 13, 2017.  An hour later, the first cart full of stuff and his pet birds reappeared.  (Last time it took him three hours to reappear with a lot less stuf.)

According to another neighbor who was driving by and stopped when he saw two "18-22 year olds were opening homeless guy's bird cage.  I asked if they knew him and they said they did.  They were helping him move back."

May 19, 2017, after outcry from multiple neighbors, LA City Dept of Animal Services determined the doves were dyed red and pink with a hair dye used on dogs, and there was no crime or animal abuse.
June 13, 2017, 12:41 PM.  Two carts and already bags of trash were appearing.  A neighbor commented she was sick of seeing him dump his trash around the corner on Corralitas.  It's not like there aren't trash cans all over the street he could use.
June 13, 2017, less than 10 minutes later he was captured on video pushing a third cart up Rosebud back to his "home."  Neighbors were hopping mad at this point.
June 13, 2017, 7 PM.  Neighbors, returning home from work, were not pleased seeing the homeless guy's carts on the sidewalk and one in the street.  Many had left the hill while the City was there in the morning.  A neighbor said, "Did some furious neighbor overturn his cart? Or did he do it?  Or did it simply roll to its demise?"
June 14, 2017, 6 AM.  Neighbors were even more surprised to see a vacant tunnel the following morning.  Neighbors reported everything was gone at 9 PM and 2:30 AM when they returned home.

Further inquiries with neighbors indicated several had run-ins with the homeless guy in the afternoon while he was bringing his carts back.  Police were called on at least two occasions.  However, neighbors got tired of waiting and left.  So we're not sure where he's gone now.
