Red Car Property: DWP Trimming Trees Throughout The Neighborhood

Vandiveer said, "I guess they're taking precautions for another wind storm like last year."
 
Last week, I got a call from a panicked Corralitas neighbor when, to her surprise, a chainsaw wielding man in a cherrypicker started hacking her olive tree from the base of the trunk, nowhere near the power lines. The tree had just been trimmed professionally 2 months earlier.  Adding insult to injury, the DWP supervisor said they contract out the notices that are hung on doors in advance of the trimming - supposedly the previous week.  So they are not responsible it the notice does not reach the owner.  (On what planet does that absolve their responsibility?) 
 
They also claimed to have done this every 2 years.  The owner said, in the 12 years they've lived here, the DWP has never trimmed her tree.  In fact, a few years ago, she couldn't get them to trim another tree that was in the power lines on her property.
